The Youth and Education Committee reviews and recommends scholarship allocations to Howard County religious schools and to Howard County students attending religious school outside the County. The Committee also awards grants to help pay for teen leadership programs locally and in Israel.

The Community Relations Council is the link between the Federation and the Howard County Community. A representative also sits on the Board of Directors of the Baltimore Jewish Council.

The Programming Committee initiates and coordinates activities for the Jewish residents of Howard county in conjunction with the Congregations, the Howard County Board of Rabbis and other organizations. These programs include a Purim Gala and Carnival, an annual Yom Hashoah commemoration, the Pearlstone Kallah, a Jewish book fair and the Israel Friendship Caravan.
